Metropolis, FL Emergency Plan Part II
From September 11th, there have been massive increases in personal, commercial, and governmental expenditures on anti-terrorism strategies in various states in the US with no exception of Florida. Many programs have been designed in the state of Florida so as to aid in the fight against terrorism and other natural calamities. The most effective strategy to minimize the causalities in disasters is planning and coming up with strategies to counter the disasters in areas that are vulnerable and prone to the impacts of the hazards (Paton & Johnston, 2006).
Resiliency planning and reactionary planning are some of the strategies that have been used to minimize the causalities that result from the occurrence of a calamity for instance an attack by terrorists. Resiliency and reactionary planning mainly focuses on the reduction of risk factors and the causalities that may come as a result of a disaster. Identifying areas, which are prone to terrorist attacks and coming up with strategies to counter such attacks, is crucial in the fights against terrorism. This should be the main focus of the metropolis, Florida This paper expands upon the areas of Resiliency planning and Reactionary planning that were identified in Part I.
Resiliency planning involves appropriate identification of infrastructure that should be improved or changed so as to preempt terrorist activities. For instance, for a city to be resilient it has to come up with strategies, which enable it to withstand internal and external shocks that may aim at undermining their social, economic, political, or even technological structures. Some of the resiliency plans which Metropolis, FL may have to enact include the adoption of strategies that aim to prevent, detect, deny and respondtowards the terrorism emergency occurrence. Reactionary planning entails a number of personal, psychological, social, and even financial problems, which come as a result of the occurrence of an emergency.
This strategy sets out the counter terrorism arrangements that Florida can put in place so as to counter the threat of terrorism. This method tries to identify the reason that can or may lead towards a particular emergency for instance terrorism and comes up with strategies to counter it. A number of measures taken before a disaster strikes can help in ensuring that people exit emergency stricken areas with ease (Spindlove & Simonsen, 2013).
Resilience planning is necessary in the skyscrapers that are found within Florida. Business people and employees whose offices are found within the buildings are likely to be affected in case of a calamity. The buildings are frequented by many people and this makes them a vulnerable target for terrorists. The skyscrapers and other buildings within Florida that have not yet met safety guidelines and standards should be compelled to do so, this will ensure resiliency in case of an emergency because people will be evacuated with ease.
The skyscrapers within the city should be renovated and exists increased, so that people could easily leave the buildings safely amidst the commotion thereby reducing the number of causalities. Reactionary planning can also be used in the buildings whereby an incident command System is used in each of the malls. The command system forms a flexible management method where participating agencies will optimize the use of resources and speed up recovery after an incident
This is another area that is a target of terrorist in metropolis; the three major indoor malls that are found in the city are vulnerable to terrorist because of the activities that take place in the malls. Each of these shopping malls contains an estimated 250 shops which are frequented by thousands of people each day and this makes it to be a target of terrorists. Within the city there are many restaurants distributed, the terrorists based on the city’s history may target. This means that these places always receive many people who come to shop for various items. This area is best suited for a reactionary based approach to ensure that safety systems are in place for the users of these services (Hawkins & Knox, 2014).
The malls are the target of the plan because they are targeted by terrorists because of the large number of people who go shopping in the malls. The main aim of terrorists is to leave a great impact and pain after an attack. Both resiliency planning and reactionary planning can be used so as to minimize the risk factors and reduce the causalities that may result from an attack. The formation of a Joint Task force comprising of law enforcement officers will help in many reactionary activities in case of an emergency is necessary.
It is one of the leading academics and research centers in the nation with a total of 25,000 students thus making it a potential place for terrorist activities. Being a university that offers variety of programs in academics and cultural opportunities many people around the country go to learn in the university. In case of an attack without proper precautions and emergency plans, the university will record a huge number of casualties and thus the need of proper preparedness. This is a target area because of the large number of people that visit the university and the many activities that take place in the institution. The people who frequent the university range from the students, lectures and other non-academic staff members who are tasked with accomplishing various missions in the university. Resiliency planning is necessary in and around the university so as to reduce the number of causalities in case of an emergency. Deploying police within and outside the university during major events is a resiliency plan that may deter terrorists from committing heinous acts. In case of an act, the police will be able to react within the shortest time possible and reduce the causalities of the attack.
Metropolis Port Authority
This is another place of the city that may be a target of terrorists due to the beehive activities that take place in and around the port. Security should be boosted with the state of art system that will ensure detection of any security leakages in and outside the port. The port has a railway that connects the naval base and the port, which facilitates transportation of military goods to the naval station, and a harbor where numerous activities take place. Reactionary planning should be done in the place so to help in the handling of an attack. The entrance to the port should be fitted with scanners and detectors so as to detect all those who enter and leave the port. This will ensure that dangerous weapons that might be used for a terrorist attack are not smuggled into the port.
Emergency preparedness is a crucial aspect, which cannot be overlooked because of the consequences of terrorist, and other emergencies can tear up a city that has taken so long to build. The case of Metropolis, Florida is no exception when it comes to safeguarding the lives of people and their property. A good emergency plan should have both resilience and reactionary approaches that ensure that the causalities of an emergency for instance a terrorist attack are reduced.
