Voters in the city of Detroit recently ( 2012) adopted a new City Charter for the Detroit Municipal Government.  Under the new charter, the nine members of the Detroit City Council will no longer be elected in “at-large” elections.  Instead, the Council will have a mix of “at-large” elections and “ward” elections whereby seven council members are elected by ward and two council members are elected “at-large” (note that council members have to announce whether they are running for an “at-large” position on the council or a “ward” position on the council).

The Detroit Municipal Government is currently exploring four different ward maps for their new city council.  The government is holding a series of citizen hearings over the new two weeks to determine which ward-map citizens prefer. Analyze the four possible ward maps and the demographic presentation.  Based on that data, make a determination on which ward map would result in the most conflict and the least conflict on the city council.
