Labour unions can facilitate job transition in response to the structural changes in the labor market. “Indeed, such a role is essential if the steady decline in the proportion of workers who belong to unions, especially in the private sectors and the accompanying decline in unions’ power are to be resolved” (Boxall & Haynes, 2007). If unions are once again to have an influential role in the design and the operation of the American workplace, the changing nature of firms must be matched by a change in the nature of unions.
In order to attain the anticipated changes, the government should express its commitment to drive a shift from the traditional adversarial relationship to a more cooperative stance. This calls for recognition by management that workers represent assets rather than simply costs, and recognition by unions that shared commitment to increasing productivity and competitiveness is the only viable foundation for increased earnings and benefits.
Collaborative innovations in the non unionized workplaces, however, will require the U.S government to change its labor laws.“It would be essential move if the American Unions would accept the substitution of employability security for the traditional concept of job security” (Sims, 2007). Such acceptance would involve, for instance, refocusing the “security” aspects of collective bargaining on separation payments and educational subsidies or training to enhance an individual’s capacity to compete in the job market, rather than on company guarantees to maintain a given level of employment or restrictions on downsizing or outsourcing.
