Which theory do you think best describes the policy making process and why?
Punctuated Equilibrium theory is the most suitable theory for describing policy6 making process. The main reason for this observation is fact that this theory has important elements that enables effective policy making. These elements include simplicity in its approach; focus on specific institutions which use the developed policies or play part in the development process, mobilize specific interests from policy users besides utility of rational approach to decision making (Sabatier 157-158).
The fact that this theory utilizes simplicity in providing solution, chances are that policy making processes utilizing PET theoretical approach would not experience unnecessary delays as little time would always be used to arrive to any desired goal. Also, policies are institution-oriented. Therefore, given that the theory considers the importance of institutions, both policy development process and implementation phase are likely to experience ample time.Equally important, mobilization and rational approaches to policy making increasingly favor effectiveness of the process and the results thereof.
When would you use the MS framework to describe a particular situation?
During policy making process, MS framework is applicable in three different circumstances.In most cases, arguments can arise on how public policies should be narrowed down to finer details whose application to policy users would be more effective. In such a case, MS framework can be employed in order to amend such arguments (Sabatier 81-83). This is done by providing a link between the broader policy perspective to the desired narrow and concise form.
