The most dominant dilemma that raises debates as far as human resource management in international operation is concerned is the relationship between standardization and local responsiveness. According to international strategic alliance demands, the management of expatriates by the MNE headquarter must sum up the needs for subsidiaries to fully adapt to local conditions, and to ensure their integration across the wider range of MNE (Verbeke 10).
One of the major contributing factors towards this demand is the swing factor and aspects of environmental challenges mainly arising from external conditions. The most prolific environmental challenge that expatriates face and to which they must adapt include pressure to comply or make tradeoffs with international strategic policies and inability of HR to coordinated activities between MNE headquarters and subsidiaries (Verbeke 10).
