The ICAO balanced approach entails identifying the noise problem at a particular airport and examine different measures available to reduce noise. This is done through exploring different measures that can be categorized into four main elements.  The main objective of ICAO approach is to address issues of noise at a particular airport and determine the noise-associated measures that attain maximum environmental benefit.  This approach also recognizes that states already implemented noise regulations policies. It further works on environmental issues like airport land-use planning. It implements policies to reduce noise at the source, even though it is not the only way to reduce the effect of noise. It researches into the status of helicopter and airplane noise reduction technology.

On the other hand, AIC recognizes the value of scientific research on the effects of environmental nose on health and particularly aircraft noise. It takes into consideration issues like internal and external noise sources, and sound ventilation and insulation. ICA further hold that results from different people and aggregated studies indicate must be utilized with great caution when suggesting policies. This implies that ICA is mainly concerned with ensuring that noise pollution that results in health effects is mitigated.
