Agency for Health Care Administration

Agency for Health Care Administration is one of the major agencies state agencies that have been established in Florida help in the implementation of laws formulated by the State of Florida legislative branch. The Agency is responsible for planning and enacting health care policies in the state. The agency is also responsible for administration of Florida medical programs, licensing and formulation of laws that govern Florida’s health facilities. The agency is also responsible for providing health care information on quality of care to the public (Hyer, Temple, & Johnson, 2009).

The agency of health care administration is divided into various units and subunits in order to conduct its duties responsibly. The main division of the agency includes the chief of staff’s office, division of operation, division of health quality assurance division of Medicaid, and office of inspector general. The chief of the staff’s office is responsible for coordinating medical and health care regulation policy with other state agencies, legislature and federal government. The division has three departments including communication office responsible for promotion and publication of agency issues, programs, functions and initiatives, legislative affairs department which is responsible for advocating agency policy and budget to the Florida legislature and ensure their passage and division of information technology that is responsible for providing integrated information system and high customer service system. Division of operations assists the agency in control of financial services, personnel and support related functions (Wang, Wang, & Moczygemba, 2014). It has three departments; bureau of financial services facilitates financial functions of the agency. It manages and directs all budget related activities for the agency. The bureau of human resource is responsible for enacting health workers policies and facilitating all employee functions. The department of support service provides general services support to the agency staff such as all procurement and agency contracts and purchase. Quality assurance department is mandated in ensuring that healthcare facilities follow the set guidelines in ensuring quality of care (Hall, Lemak, Landry, & Duncan, 2013).

Impact of Implementation of the Law to Health

As depicted, Agency for Health Care Administration in Florida is responsible for the formulation of laws and regulations involving Florida health services. The agency is also responsible for implementation of this laws and regulations. Thus, the laws implemented by the agency have a great impact on the health services in Florida.  First, the laws have reduced cases of medical errors and malpractices in offering health services. In a recent past, cases of medical errors and hospital acquired infections had been on the rise. However, the law passed by the Agency Of Health Administration in Florida has reduced these cases. Some of the policies enacted by the agency included implementation of value based purchasing system in major hospitals where health care providers are compensated according to their performance. Doctors are also held personally liable in case of medical error resulting from his or her negligence (Hikmet, Bhattacherjee, Menachemi, Kayhan, & Brooks, 2008).

Other bodies such as Joint Commission are ensuring that hospitals and health care facilities implement the necessary laws by accrediting only health facilities which comply with these laws. This has ensured that hospital improve the overall health services to acquire certificate of compliance. A recent report from the joint commission indicates that over 82% of hospitals have been accredited after they have compliance with the set policies by health agencies in the state (Hahn, Thomas, Hyer, Andel, & Meng, 2011).

Recent Investigation Reports by Florida Office of Inspector General

The Florida Office of Inspector General is responsible for evaluating and investigating medical cases involving the Agency of Health Care Administration in Florida. In recent past, there have been various investigation reports to the office of inspector general involving the Agency OF Health Care Administration. One of the recent incidents reported involves a doctor in one of the hospitals in Florida State who was charged with medical fraud. The doctor had over charged a patient by setting a fraudulent bill of $170,000 for services alleged he provided to the patient which was a fraud. The medical doctor was sentenced for seven years for this crime.
