Government Intervention – Local Level Paper

Education plays an integral part in the overall economy of a country. This has prompted a number of governments to keenly manage their education systems in order to ensure effectiveness and general efficiency at high levels. Among the aspects that are often taken into consideration include the aspects of access, equity, accountability and equality in the course of service delivery. In line with these facets, laws and policies are in most cases initiated and implemented that strive to influence certain desirable levels of these listed factors (Anaya, 2004).   In connection with this, both the federal and the local governments in America have taken noble role in ensure that a number of desirable aspects are realized in the education systems. In connection to the education system in Texas, regulations have been formulated that attempts to influence the education standards manifested at primary, secondary and post -secondary levels. Specifically, through adoption of various regulations, leaders at different levels have effectively monitored the operational standards within these public learning institutions in Texas (Anaya, 2004). In line with this, the paper will explicate certain pronounced aspects in the control of education standards in Texas through consideration of various involved agencies.

Governance structures

The control of the education scheme in Texas is solely the work of the federal and the local governments. It is clear that the formation of these control structures is in line with the Texas constitution. Apart from the two levels of governance, other units that influence education operations in the region are always instituted in accordance with the stipulations of the constitution. This has ensured order in the adoption of various courses of action in the systems since the constitution offers effective guidance (Lord, 2010).

            School districts

These are regional clusters of schools that offer guidance to the measures to be assumed at regional levels. The districts are solely controlled by the legislations enacted by the Texas legislative house. At some point, the district governs the constitution of the boards that every learning institution is to have. Each school district is composed of a number of officers that helps in the control of various aspects adopted in individual institutions. The school district size will vary with that of the covered region. Among the officers of the school district include, head of curriculum, finance officer, district superintendent, among other officials. The duty of the person in charge of the curriculum is to ensure that the adopted curriculum is adhered to by the institution within the region. On the other hand, the district superintendent is in charge of the general management of institutions within the district (Anaya, 2004).

            Municipal government

The role of the government at this level is to provide a number of social amenities to the institutions equally. Among the services that the municipal government offers to various individual learning institutions in the region include, maintenance of water supplies, sewerage systems, garbage management and recreational activities. The function of the municipal government however is restricted to the regulations by the central government. The aspects of equity and equality in the provision of the resources are highly valued by the government at this level. Apart from the provision, the municipal government often monitors the use of various resources by the learning institutions.

County governments

The county government is concerned with matters pertaining to monitoring the availability of resources at institutional level and adherence to stipulated codes of conduct. In addition, the county government imposes tax obligations for institutions. Apart from tax management, the government often offers subsidies and manages the utilization of these provided resources in close consultation with the municipal government (Lord, 2010).

Board of trustees.

The board of directors offers direct governance for the institutions at local levels. They are directly in charge of the standards assumed and directly influence the adherence to the existing regulations (Anaya, 2004).

Laws regarding funding for learning institutions

Texas has adopted equitable funding systems for schools within the various districts. In 1993, the court ruled for the adoption of equitable financing for institution s within various school districts. Famously known as the Robin Hood plan, the system offered through which equity was to be adhered to in the provision of various resources to various institutions. The policy advocated that learning institutions that were advantaged with numerous resources were to ensure equal sharing of resources to the less disadvantaged institutions. This has witnessed numerous legislations that attempts to promote the aspect of equity in the processes of resource allocation of institutions within Texas region. Article 7 of the Texas constitution provides provision for the legislature to adopt efficient systems that will ensure proper management of school fees. This has seen the establishment of permanent school funds that helps in financing various primary and secondary schools. In addition, the establishment of property tax system that are management by the school district has help in financing the primary institutions hence promoting the aspect of equity in the distribution of resources (Lord, 2010). However, these existing laws regarding funding mechanisms have elicited mix reactions over the years with a number of court cases.

Effect of state funding

As a result of a number of mechanisms instituted by the governments regarding the funding of education in the region, various desirable measures have been witnessed. Initially, as a result of the state funding, there has been increase in the enrollment capacity of students over the years that are directly attributed to the reduction of costs. Persons from various social classes have easily accessed education facilities in the region. In addition, the physical access to learning institutions has been made possible through the central role that both the federal and the local governments have taken in the improvement of the various social amenities within the districts including infrastructural development(Anaya, 2004). Secondly, the quality of the education also been improved due to the direct involvement of the government. Due to the various provisions by both the municipal and the county governments, proper management of resources and subsequent usage has been taken into consideration. Establishment of the required standards for the programs by the government has also played a pivotal role in ensuring that high quality is attained. For instance, the school districts often get involved in the setting and monitoring of the standards that every institution is supposed to adhere. This has greatly aided in the improvement of education qualities as desired by the governments (Welner & Chi, 2008).  Quality improvement is also witnessed through an array of provisions in the Texas constitutions that allows the legislature powers to institute laws that directly influences educational standards within the region. Initiation of proper tax system by the legislature has therefore been pivotal in the realization of efficiency through quality in the systems (Lord, 2010).

State initiatives and funding activities

Apart from ensuring cheap access to various educations for learners through direct funding, the federal and the local governments have adopted a number of initiatives that targets the teachers besides other stakeholders in the education sector.

Grant funding programs

In order to improve the competence levels for instructors in the education sector; the federal government has partnered with 26 agencies in the region those targets to provide skills for various stakeholders in certain lines of expertise. These partnership programs targets to reduce the overall costs of accessing these various programs by education stakeholders (Welner & Chi, 2008). The program has considerably aided in the improvement of the overall expertise among the stakeholders at reduced costs thereby influencing the overall quality of education in the region.

Introduction of the STEM program

Through promotion of science, technology, engineering and math in the education systems, various levels of governments in the region have aided in the improvement of the operations in the sector. Apart from improving the quality of the provided education standards, the use of the STEM program has helped in the improvement of the expertise among the involved stakeholders. Specifically, the use of computing technologies at various levels of education has been integral in the realization of a number of desirable standards(Lord, 2010).

Scholarship programs

The introduction of various scholarship programs by both the federal and the local governments have assisted in the access to higher education. Through these programs, the costs to be incurred in these professional development programs are considerably reduced allowing teachers, students and other stakeholders in the educational sectors to assume these higher education programs(Welner & Chi, 2008).

Comparison of the interventions at federal and local government levels

Both the state and the local governments play integral part in influencing the education programs in Texas. The State government is majorly concerned with initiation of various education policies that should be adhered by various learning institutions within the state. Regarding the formulated regulations, the local governments, municipal and county governments, are often concerned with full implementation of these formulated policies and regulations. Through defined structures, the local governments adopt measures that will monitor the procedures assumed by learning institutions (Lord, 2010).  The two government levels participate in the funding of different activities within the education sector. Through the national budgetary allocations, the state government slots certain portions of finances for various services within the school districts. Similarly, both the county and municipal governments also have provisions that will ensure funding of certain expenditures of primary and secondary education within their defined geographical jurisdiction (Anaya, 2004).

In terms of monitory services, the local governments assist the state in ensuring proper management of the provided resources besides adherence to the set standards. It is worth noting that the two levels of governments play vital roles in ensuring the high education standards are attained at various levels. It therefore demands for close working relationship between the two governments in order to realize the desired operational levels within the institutions.

                                                 Conclusion

In summary, it becomes evident that effective participation of the government in various education programs is key in ensuring the overall success and effectiveness in the sector. In line with this, there is need to widen the scope of governmental funding in order to encourage among others educational access among persons (Welner & Chi, 2008).
